As this season is approaching an end, I'd like to start soliciting YOUR INPUT on what league rule changes we should make for next season (2008-09). Rule changes will be discussed and voted on at the league's pre-season meeting, which is held 1-2 weeks prior to the first night of bowling. Changes and clarifications already up for discussion are the following: 

  • Handling unexcused absences. Before this season, we never had a rule for this, and never thought we needed such a rule. But this year we had two people not showing up and not calling in for weeks at a time. We should document what our league can and cannot tolerate. Please read over USBC Rules #114-115-116 to see what we can and should adopt for our own league bylaws. 

  • Defining a legal lineup (Rule #15). USBC Rule #109a-1 defines how many players constitute a legal lineup, based on team size. Our Rule #15 does define our league's minimum lineup requirements. I would like to simply amend our Rule #15 to actually use the words "legal lineup".

  • Incoming average for subs or mid-season new bowlers (Rule #14). Our current rule declares that we use a person's book average from the previous season as their incoming average into our league. But, what if a bowler is currently active in another certified league and has an established average in that league? Should we look at that average too?  And if so, how do we get proof of that average from the other league? What if they don't have that proof with them the first night they bowl with us?  We need to decide what the answers are, then expand Rule #14 accordingly.

  • Weekly league dues (Rule #12).  Our members currently pay $10 each week.  $6 goes to Plaza Lanes for the actual cost of bowling (lineage fees), and $4 goes into our prize fund and budget. When subs bowl, they pay $5. For 2008-09, Plaza is raising our rates to $6.25 per bowler per night. Please consider that we also may need to nudge up our weekly dues a bit to help carry this additional cost. And, should subs then pay $6 instead of $5?

March 19 From your league secretary. Added mention above that we will need to reconsider our  weekly league dues in light of Plaza bumping our rates a bit. 
March 24 Via email.

"I would like to suggest a league rule change. It concerns the lucky strike. I feel that only those that participate each week that they bowl should be allowed to participate. I do not want to name names, but people that only get in when the pot is big should not be allowed to enter."

March 31 Via email-
"I have [a] suggestion; that we do not take any points from a missing players average when they are absent." 

Secretary's reply.
"I just checked the rulebook, and USBC does allow leagues to set their own absentee and vacancy scores!
Could you please review USBC rule #105 (particularly 105-e) to give more detail to your suggestion, so we can make sure we've covered all the bases? Thanks!!"
 

Note: If adopted, this would affect our league rule #17.
